Why does damaged plaster turn up so often in New Britain?

Can a water-stained ceiling just be painted over?
Not successfully. The water has to be stopped, the material has to dry, and the stain needs sealing with an appropriate primer or it will bleed through any number of finish coats. In New Britain's older lath-and-plaster ceilings there is a second question behind the stain — whether the plaster is still keyed to the lath, or whether it has let go and is being held up by paint and habit.
