Surface Refurbishment Services in Waterbury, CT
Gagnon Painting & Decorating has been maintaining painted surfaces for over 40 years. Our refurbishment work covers damage that ordinary repainting cannot hide: water stains, smoke damage, water-damaged drywall and textured ceilings that have cracked or failed.
No one at Gagnon Painting & Decorating LLC is affiliated with any insurance company. That means our recommendations are independent and in your interest — we work directly for you, not for the insurer.
Why does refurbishment come up so often in Waterbury housing?
Age and construction type. About 76.2% of Waterbury's roughly 49,956 housing units were built in 1979 or earlier, and 15,395 of them predate 1940. Pre-war construction in this city means lath-and-plaster walls and ceilings rather than modern drywall, and plaster fails differently: it cracks along the lath, it lets go in sheets when it has been wet, and a coat of paint over it simply telegraphs the damage back through.
The multi-family stock adds a second pattern. In a two-to-four unit building — about 17.6% of Waterbury housing — a leak upstairs becomes a ceiling problem downstairs, in a unit whose occupant did not cause it and may not control the repair.
We maintain painted surfaces per PDCA standard. Where the right answer is that a surface needs replacing rather than refurbishing, we will say so.

Waterbury refurbishment questions
Can you just paint over a water stain?
Not successfully, and not honestly. A water stain is a symptom: the water has to be stopped first, the affected material has to be dry, and the stain itself needs sealing with the right primer or it will bleed through however many finish coats go over it. Painting straight over a fresh stain buys a few weeks. In Waterbury's older plaster, it also hides whether the substrate behind it is still sound.
Do you handle mold or smoke damage remediation?
We remove smoke odors and stains as part of surface refurbishment, and we repair water-damaged drywall and textured ceilings. We do not perform mold or fungi testing, abatement, remediation or air sampling — that is a separate trade and requires a specialist. If what you have is a mold problem rather than a staining problem, we will tell you that rather than paint over it.
Will you work with my insurance company?
We will work with you. No one here is affiliated with any insurance company, which is deliberate: it means the scope we recommend is the scope the building needs, not the scope an adjuster prefers. Our goal is to restore your Waterbury property to its original appearance, and we believe the choice of who performs that work should always be yours.
