Why does refurbishment come up so often in Waterbury housing?

Can you just paint over a water stain?
Not successfully, and not honestly. A water stain is a symptom: the water has to be stopped first, the affected material has to be dry, and the stain itself needs sealing with the right primer or it will bleed through however many finish coats go over it.
